The Covenant of Grusaak is formally a feudal monarchy the crown isn't inherited it's earned and it can be lost the power is held by the Hand of Driisar who serves as both head of state and head of the Words of Driisar, but the Hand of Driisar does not pass the title to kin or handpick a successor instead the Covenant runs on a system of Standing and challenge, one that grew directly out of the circumstances of Kaelurun's own rise a kobold with no house no bloodline and no tribal army behind him who became Hand purely on the strength of what he'd done and who trusted him for it and any tribal leader who has built sufficient standing measured in the Covenant's eyes through deeds recognized as fulfilling one's purpose under the Words of Driisar, whether through diplomacy, construction, leadership in a hunt, or feats of war may formally challenge the Hand for the title.

			Beneath the Hand sits the Council made up of the sitting leaders of the Covenant's tribes and settlements the Council governs day to day law mediates tribal disputes, and acts as the body that recognizes when a challenge to the Hand is legitimate. A seat on the Council is tied to leadership of a tribe, not to the Hand's favor, which keeps the Council's authority independent of whoever currently holds the title of Hand.

What remained of the southern tribes emerged from the Slaughter weakened, grieving BUT [[Kaelurun Voltkr]] was among the survivors and among the witnesses watching his own family and friends cut down in the raids that struck his tribe. Rather than turn that grief toward vengeance he had no target for Kaelurun set himself a different purpose to see that no tribe would ever again be weak enough to suffer what his had.
