In the midst of conflict between Riverston and Demeralia, the Councillors convened at the Heartwood Estate, primarily to elect the new Governor of Coronado, which has been vacant since the death of Patrick Tanswater, the previous Governor.<br />

In attendance:<br />
* Councillor Ally Kingston, representing Riverston and Yumata Springs.<br />
* Councillor Stella Heartwood, representing Demeralia.<br />
* Provisional Councillor Alfred Keuchly, representing Dredgewater Falls.<br />

Over the course of 5 days, the Councilors debated over several topics, but the primary one was the new Governor. The initial candidates included Sheriff Galloway of Demeralia and Councilor Ally Kingston, but ultimately, one candidate prevailed: Stella Heartwood, Councilor of Demeralia. She was sworn in the same day, in her hometown of Demeralia.<br />

As well as this, the Council approved a new measure, establishing the new Coronado Rangers, a volunteer militia under control of the Governor. Their primary responsibilities are to provide security to Coronado, build infrastructure to connect Coronado, and spur development. They will be headquartered in the province of Baxter, to enforce authority and provide security within the province, which has historically been crime ridden and hostile to Demeralian authorities.<br />
