Serrano is a decentralized frontier state formed by settlers, miners, and ranchers who established themselves in an untamed region rich in rare minerals. After the region became too costly for any outside government to maintain, the institutions that once governed it gradually disappeared, leaving its settlements to govern themselves.
Over generations, this independence became the foundation of Serrano society. There is no central government, standing national military, or unified legal system. Instead, individual settlements govern themselves according to their own customs, while the unwritten Frontier Code provides a shared understanding of the values and responsibilities expected of those living within Serrano.
The result is a society where reputation can be more valuable than wealth, personal freedom is fiercely protected, and cooperation occurs when the survival of the frontier demands it.
History
Nearly two centuries ago, settlers, miners, and ranchers ventured into the untamed western frontier following the discovery of immense deposits of rare minerals. For a time, the region remained under the authority of outside governments, but eventually the frontier was deemed too expensive to maintain.
Soldiers returned home, tax collectors disappeared, and the laws that had once governed the region gradually vanished. Those who remained were left to their own devices, and over time the people of the frontier discovered that they preferred governing themselves.
Attempts by outside nations to reclaim the territory were repeatedly met with resistance. However, this resistance did not come from a permanent army. Independent townsfolk, ranchers, and mercenaries united only for as long as necessary to repel the threat before returning to their own communities.
This tradition of temporary cooperation became one of the defining characteristics of Serrano.
Political System
Serrano has no central government. Every settlement governs itself according to its own customs and the will of its people.
There is no single authority responsible for enforcing laws across the entire territory, nor is there a unified system of courts or centralized administration. Individual communities instead determine their own rules and settle their own affairs.
Despite this decentralization, the settlements remain connected through shared traditions, trade, and the understanding that certain threats require collective action.
The Frontier Code
In the absence of a formal legal system, Serrano society is held together by the unwritten Frontier Code.
The Code is a collection of traditions and expectations that define acceptable behavior throughout the frontier. It emphasizes self-reliance, personal honor, trust, and responsibility toward one's community.
Violating the Frontier Code rarely results in imprisonment. Instead, the offender risks losing the most valuable currency in Serrano: their reputation.
Merchants may refuse to trade with them, bounty hunters may eagerly accept contracts against them, and towns may close their gates. In a region where cooperation and trust are essential for survival, social exile can become a punishment harsher than death.
A person's word is therefore expected to carry much the same weight as a signed contract.
Locations
Serrano is composed of numerous independent settlements scattered throughout its frontier. Each community possesses its own character, customs, and local leadership.
While no single settlement holds authority over the rest, towns often develop significant regional influence through trade, access to resources, transportation routes, or population.
Culture
Serrano culture is defined by independence, self-reliance, craftsmanship, and personal honor. Regional pride is strong, and settlements may fiercely defend their own interests. Nevertheless, Serrano's people are capable of uniting when the frontier itself is threatened.
The culture welcomes those who value independence and personal responsibility above formal authority. Legends are not created through noble birth or inherited status, but through courage, generosity, and skill.
Economy
The economy of Serrano is highly decentralized.
Railroads, merchants, ranches, mines, and workshops operate largely independently, with little centralized regulation. Wealthy individuals can accumulate considerable influence, particularly when they control important trade routes, resources, or supplies.
This influence, however, does not grant formal authority. Even wealthy and powerful figures may face resistance if the communities around them believe their actions have become unjust.
Defense
Serrano has no national military.
Defense instead relies upon volunteer militias, hired mercenaries, bounties, and armed citizens who answer the call whenever their communities or the frontier itself are threatened.
These forces generally disband or return to their normal lives once the immediate threat has passed, preserving the decentralized character of the state.
Current Issues
Serrano's independence has begun to face new challenges as wealthy railroad magnates accumulate increasing influence over trade routes and supplies.
Younger generations have begun questioning whether infrastructure such as roads and schools should remain entirely under the control of individual communities, or whether greater cooperation between settlements may be necessary.
The question reflects a broader tension within Serrano: how can the frontier preserve the freedoms inherited from its founders while adapting to a world that is becoming increasingly interconnected?
For now, Serrano remains free not because it lacks the ability to centralize, but because its people continue to choose liberty over centralized order.
