Through the conscientious and consistent use of his voice, he began to act as a mediator in internal conflicts, where his calm accounts of grievances and proposals proved remarkably effective in calming tensions that might otherwise have escalated.
During this period, Ilyen formulated the proposal that would define his standing among his people: that the Hollowed establish formal diplomatic channels with the surface nations, instead of relying on the ad hoc exchanges and cautious trade that had characterized their interactions for generations. The proposal was met with considerable skepticism, particularly as it required that selected Hollowed to reside for extended periods on the surface, among sighted peoples whose modes of perception and communication differed radically from their own.
