A word to the settlements of Serrano
Serranans, you have seen and read the Koperdam Bulletin; the technate has planted its flag at The Gateway and means to run its rails deep into Hebi. They call it an "industrial dominion", and we should take them at their word.
Our position
Serrano and Serranans themselves are hugely against it. A road built and meant to connect each other is one thing, but a road built to own the desert we cross is a different thing. Serrano's founders sent the tax collectors home, and we will never invite a foreign power back here.
What I ask of you
Take no deals and sell no right of way. If Koperdam approaches your town, your trading center, anywhere, say it to everyone openly. In Serrano, a secret is a debt that comes due at the worst time.
We have no directorate, no government to speak for us, no leader, nothing but ourselves. So each and every one of us has to speak for ourselves. Our founders walked away from us, and every generation has to choose that freedom again. And this is one of those times.
