  • Affirming their commitment to the sovereignty, independence, territorial integrity, and continued prosperity of both nations;
  • Desiring to establish a lasting partnership founded upon mutual respect, shared responsibility, and the peaceful resolution of disputes;
  • Acknowledging that the security and prosperity of either nation are strengthened through cooperation, without requiring the abandonment of its independence or national interests;
  • Have agreed to the following provisions and hereby establish this Treaty of Alliance and Cooperation.

Article I: Purpose and Principles

  • The purpose of this Treaty is to establish a formal alliance between the Technate of Koperdam and the Timocracy of Gloracja, strengthening their political, economic, scientific, infrastructural, educational, and defensive cooperation for the mutual benefit of both nations.
  • The Signatory Nations shall conduct their relations in good faith, respecting the sovereignty, laws, institutions, and independence of one another.
  • Neither Signatory Nation shall be required to surrender its independent authority over domestic governance, foreign policy, or national institutions by virtue of this Treaty.
  • Cooperation under this Treaty shall be conducted through mutual agreement and in accordance with the provisions established herein, with both nations seeking to uphold the principles of trust, mutual respect, and shared prosperity.
  • The Signatory Nations shall endeavour to maintain and strengthen their alliance over time, fostering a lasting partnership that supports the security, development, and prosperity of both nations and their peoples.

Article II: Knowledge, Technology, and Education

  • Koperdam shall facilitate Gloracja's access to designated Koperdammer technologies, inventions, research, scientific knowledge, engineering methods, educational resources, machinery, and institutions.
  • The extent and conditions of access shall be determined by mutual agreement, taking into consideration the nature of the technology or knowledge concerned and the interests of both nations.
  • Gloracja shall not transfer, distribute, or facilitate the use of Koperdammer technology or protected research by third parties, including affiliated nations, vassals, or protectorates, without prior consultation with and approval from Koperdam.
  • Gloracja shall facilitate Koperdammer access to designated Glorian educational institutions, resources, and programmes, subject to arrangements agreed upon by both nations.
  • Both Signatory Nations shall encourage the exchange of scholars, engineers, artisans, researchers, and other qualified individuals where mutually beneficial.
  • Nothing in this Article shall require either nation to disclose information it considers restricted, confidential, or essential to its national security.

Article III: Infrastructure and Development

  • Koperdam shall make reasonable efforts to provide qualified workers, engineers, and technical personnel to assist Gloracja with agreed infrastructure and development projects.
  • Such projects may include railways, roads, bridges, industrial facilities, public buildings, defensive works, and other mutually approved developments.
  • The scale of Koperdammer assistance shall depend upon the nature of the project, available personnel, existing commitments, and the resources reasonably available to Koperdam. The provision of construction materials shall be determined separately for each project.
  • Gloracja shall facilitate access to agreed architectural designs, construction expertise, materials, and workers to support Koperdammer urban development and mutually approved infrastructure projects, including defensive or offensive military infrastructure where separately authorised.
  • Each project shall be subject to a separate agreement defining its scope, responsibilities, costs, ownership, staffing, and completion requirements.
  • Neither Signatory Nation shall be obligated to undertake a project that has not received its explicit approval.

Article IV: Trade and Economic Cooperation

  • The Signatory Nations shall seek to strengthen trade and reduce unnecessary barriers to the movement of goods between their territories.
  • Koperdam shall extend preferential trade conditions to Gloracja, which may include reduced railway transport costs, preferential trade arrangements, and improved access to Koperdammer markets.
  • Gloracja shall extend preferential trade conditions to Koperdam, including favourable prices or terms for designated raw building materials, mined resources, and other agreed goods.
  • Both nations shall facilitate the transportation of mutually approved goods through their respective trade and transport networks, subject to applicable regulations and operational limitations.
  • Specific discounts, tariffs, quotas, transport rates, and other commercial terms shall be established through supplementary agreements where necessary.
  • Neither nation shall be required to provide goods or services beyond its available capacity or outside the terms of an agreed commercial arrangement.

Article V: Resource Access and Extraction

  • Gloracja shall permit Koperdam access to designated Glorian mining facilities for the extraction of agreed natural resources.
  • The facilities concerned, resources permitted for extraction, extraction limits, costs, labour arrangements, and applicable safety requirements shall be established through mutual agreement.
  • This access shall not confer ownership of Glorian territory, mines, or facilities upon Koperdam.
  • Gloracja shall retain sovereignty and administrative authority over its territory and facilities, subject to the access rights expressly granted under this Treaty and any supplementary agreement.
  • Koperdam shall respect the conditions established for each designated facility and shall not expand its extraction activities beyond the agreed scope without further approval.
  • Any dispute concerning extraction rights, compensation, or compliance shall be addressed through the consultation procedures established under this Treaty.

Article VI: Defense and Mutual Assistance

  • The Signatory Nations recognise that an unjustified attack upon either nation may threaten the security and stability of both.
  • Where either Signatory Nation suffers an armed attack or a clearly established act of aggression, the parties shall promptly consult to determine the nature of the threat and the appropriate response.
  • Where a Signatory Nation is determined, following consultation, to be acting in legitimate self-defence, the other shall provide reasonable assistance consistent with its available capabilities and the terms of this Treaty.
  • Such assistance may include military personnel, equipment, weapons, construction materials, logistics, intelligence where available, supplies, or other forms of support mutually agreed upon.
  • Neither Signatory Nation shall be automatically obligated to deploy its armed forces into active combat. The form, scale, and conditions of military assistance shall be determined through consultation, taking into account the circumstances of the conflict and the capabilities of the assisting nation.
  • Neither Signatory Nation shall be required to provide military assistance to the other where the latter is determined to have initiated an unjustified war of aggression.

Article VII: Offensive Military Cooperation

  • Military cooperation in an offensive operation initiated by either Signatory Nation shall not be automatic.
  • A Signatory Nation seeking offensive military assistance shall submit its request to the other, outlining the intended objectives, justification, expected commitments, and anticipated consequences of the operation.
  • The other Signatory Nation may accept, reject, or propose conditions for participation at its own discretion.
  • Any approved participation shall be governed by a separate written agreement defining the objectives, scope, duration, resources, and limitations of the commitment.
  • Neither Signatory Nation shall be compelled to enter an offensive conflict solely because the other has chosen to do so.
  • Offensive cooperation shall not override the principles of sovereignty, independence, and mutual consent established under this Treaty.

Article VIII: Citizenship and Political Integration

  • In recognition of a sustained and mutually beneficial alliance, either Signatory Nation may establish procedures through which citizens of the other may apply for citizenship.
  • Any such pathway shall remain subject to the laws, requirements, and approval procedures of the nation granting citizenship. This Treaty does not confer automatic citizenship upon any individual.
  • Each Signatory Nation may grant designated officials of the other nation the right to vote on specified governmental or civic matters within its jurisdiction.
  • Such voting privileges shall not include the right to propose motions, legislation, or governmental measures unless expressly granted through a separate arrangement.
  • The matters upon which foreign officials may vote, the officials eligible to exercise such rights, and any applicable limitations shall be determined independently by the nation granting the privilege.
  • Neither Signatory Nation shall be required to extend citizenship or voting privileges. Such measures shall require separate approval and may be introduced as the alliance develops.

Article IX: Sovereignty and Independence

  • This Treaty shall not transfer sovereignty, territorial ownership, or general governmental authority from one Signatory Nation to the other.
  • Each nation shall retain control over its territory, domestic institutions, laws, armed forces, and independent political decisions, subject only to obligations expressly accepted under this Treaty.
  • Access to facilities, resources, technology, educational institutions, or infrastructure shall not constitute a transfer of sovereignty or ownership unless expressly stated in a separate agreement.
  • Neither nation shall establish a permanent military presence, exercise governmental authority, or undertake infrastructure construction within the territory of the other without the latter's consent.
  • The Signatory Nations shall seek to resolve disagreements through consultation and negotiation before resorting to measures that may undermine the alliance.

Article X: Dispute Resolution, Review, and Amendment

  • Any dispute concerning the interpretation, implementation, or alleged violation of this Treaty shall first be referred to designated representatives of both Signatory Nations for consultation.
  • Where the designated representatives cannot resolve the matter, the dispute shall be referred to senior representatives of both governments for further negotiation.
  • Neither Signatory Nation shall unilaterally impose a new obligation upon the other under the pretext of interpreting this Treaty.
  • The Signatory Nations shall periodically review the operation of this Treaty to assess its effectiveness and consider mutually beneficial amendments.
  • Amendments shall require the written consent of both Signatory Nations and shall enter into force according to their respective ratification procedures.
  • Supplementary agreements may be concluded to regulate particular projects or forms of cooperation, provided that they do not contradict this Treaty.

Article XI: Duration and Termination

  • This Treaty shall enter into force upon ratification by both Signatory Nations and shall remain in force indefinitely unless terminated in accordance with this Article.
  • Either Signatory Nation may terminate its participation in this Treaty by submitting formal written diplomatic notice of its intention to withdraw to the other Signatory Nation.
  • Withdrawal shall take effect six months after the receiving nation has received the notice, unless both Signatory Nations mutually agree in writing to an alternative effective date.
  • Upon receipt of a notice of withdrawal, the Signatory Nations shall enter into consultations, where necessary, to determine the orderly conclusion of ongoing cooperative projects, military commitments, resource access arrangements, and other obligations established under this Treaty or its supplementary agreements.
  • Termination shall not automatically invalidate separate agreements already in force. The future of such agreements, including their continued operation, amendment, or termination, shall be determined in accordance with their respective terms or through mutual negotiation.
  • Termination shall not affect obligations, liabilities, or commitments accrued before the effective date of withdrawal, unless otherwise agreed by both Signatory Nations.
  • Nothing in this Article shall prevent the Signatory Nations from mutually agreeing in writing to terminate this Treaty with immediate effect or to establish alternative arrangements for its conclusion.

Article XII: Ratification and Final Provisions

  • This Treaty shall be ratified in accordance with the constitutional, governmental, or established legal procedures of each Signatory Nation.
  • Upon ratification by both nations, the Treaty shall constitute the principal framework governing their alliance and cooperation in the matters addressed herein.
  • Where a provision of this Treaty conflicts with a supplementary agreement, the Signatory Nations shall consult to determine the applicable terms. No supplementary agreement shall amend this Treaty unless expressly concluded as an amendment under Article X.
  • This Treaty shall be maintained in an official written form accepted by both Signatory Nations.
  • The Signatory Nations affirm their intention to uphold this Treaty in good faith and to pursue their shared interests through peaceful cooperation, mutual assistance, and respect for their respective independence.
