The Northern rails proposal

The following is addressed to the Technate of Koperdam, and the Kingdom of Istrania in response to the proposals the Goldman Company has received.

Both of you have reached out to us, and a few things must be established. Secondary Draft towards those intrested in the Northern Rails:

Sovereignty and ownership
1.1 Rails maintain a sovereignty of the desert, they are made for the people of the continent Serrano defines as "Hebi", intents to tax or otherwise bar access to rails would be determined by all "owning" parties involved.
1.2 Ownership of the rails is solely dependent on who builds and contributes towards it, meaning rails may be independently owned, or owned by 2-3 parties.
Guarantees
2.1 Goldman Company will share its rail technology with Istrania in return for possible technology sharing in other categories in the future.
2.2 Goldman Company will act as a communicator between Istrania and Koperdam, helping to determine where the lines will be laid, where elevation changes may occur, and keeping track of public documents on proposed or completed northern rail plans for all parties to access.
The Goldman Company will try to keep the lines as efficient as possible, while guaranteeing possibilities for all parties involved. If either party believes Serrano is not acting as a nonbiased 3rd party, terms of this agreement can be revisited.
2.3 The joint rail will be recognized as the Joint Northern Rail, ownership will be determined and recorded internally.

The Goldman Company hopes all parties involved can gain connections and prospects in Hebi through this endeavor, but at this time, it does not want to exclusively choose one party over the other, as rail creation will be more efficient with more hands, and more connections across the world.
