The Covenant of Grusaak is the official state of the Kobold peoples and the sub species . It was founded in the Era Vetus Year 3 by Kaelurun Voltkr, who first united the Kobold peoples of the south west continent of Glortica/Asphodel, it is a feudal monarchy, with power residing in with the hand of Driisar who is the head of state and the head of the Words of Driisar religion
The Covenant is extremely decentralised with no official capital or central city to note but tonnes of smaller tribes and towns that make up the covenant
History
Formation / creation
For Years the mangrove and the jungles of southern Gloritica had tonnes of smaller kobold tribes made up the region, with many different races of Kobold, Kobold Deepfolk, Kobold wingmen and Kobold who all had there own small communities and separate tribes. since the worlds beginnings these tribes had kept to each other, trading, fighting wars rarely interacting with the outside world then 4 years before the formation of Grusaak the Great Slaughter came A unknown group of humanoids swept through the region burning villages slaughtering kobolds indiscriminately and dragging off children who were never seen again entire tribes were shattered in a matter of months their numbers gutted, their leadership scattered their old rivalries suddenly meaningless in the face of a shared unanswered atrocity. What remained of the southern tribes emerged from the Slaughter weakened, grieving BUT Kaelurun Voltkr was among the survivors and among the witnesses watching his own family and friends cut down in the raids that struck his tribe. Rather than turn that grief toward vengeance he had no target for Kaelurun set himself a different purpose to see that no tribe would ever again be weak enough to suffer what his had. He left his home not long after moving from tribe to tribe on foot, settling blood debts and generations old disputes between chiefdoms who had never had reason to speak to one another before and slowly talking a shattered and people into becoming one. forming the Covenant of Grusaak and putting together a council made up of tribal leaders to stabilise the nation and throughout his term had done everything to stabilise the nation, becoming fameous for his leadership style where he instead of leading from afar would be one of the first to place a brick in a building, or be the first to throw a spear in a hunt quickly becoming one of the most popular figures in the nation
By Era Vetus, Year 1, the fractured tribes of Grusaak had formally united under Kaelurun's banner as the Covenant of Grusaak. In place of a throne, he established a Council drawn from the tribal leaders themselves a deliberate choice meant to stabilize a young and fragile nation
Political system
The Covenant of Grusaak is formally a feudal monarchy the crown isn't inherited it's earned and it can be lost the power is held by the Hand of Driisar who serves as both head of state and head of the Words of Driisar, but the Hand of Driisar does not pass the title to kin or handpick a successor instead the Covenant runs on a system of Standing and challenge, one that grew directly out of the circumstances of Kaelurun's own rise a kobold with no house no bloodline and no tribal army behind him who became Hand purely on the strength of what he'd done and who trusted him for it and any tribal leader who has built sufficient standing measured in the Covenant's eyes through deeds recognized as fulfilling one's purpose under the Words of Driisar, whether through diplomacy, construction, leadership in a hunt, or feats of war may formally challenge the Hand for the title.
Beneath the Hand sits the Council made up of the sitting leaders of the Covenant's tribes and settlements the Council governs day to day law mediates tribal disputes, and acts as the body that recognizes when a challenge to the Hand is legitimate. A seat on the Council is tied to leadership of a tribe, not to the Hand's favor, which keeps the Council's authority independent of whoever currently holds the title of Hand.
